The first number of the Pacific Coast Bulletin was issued in January 1914. It was sent out as a message from the management of the Pacific Coast Coal Company to its employees.

It was issued for the purpose of counteracting, at least to some extent, the vicious influence that was being exerted among the company’s employees by mischief-making agitators, who were active in attempting to make the employees believe that the company was their worst enemy and that they should do everything they could against the company, instead of trying to work for its benefit.
